The selected regional autonomy becomes a system
of relations between the central and regional governments. Regional autonomy is carried out to achieve the goals of community welfare at various levels. localgovernments prepare regional revenue and expenditure budgets (APBD) to increase economic growth that supports community welfare. The purpose of this study is to find out and analyze the phenomenon of the flypaper effect through the influence of local revenue (PAD) and
general allocation funds (DAU) on capital expenditures (BM) and their effect on economic growth and unemployment (TPT). The selected areas cover all regencies and cities in Central Java Province. This study takes data on the realization of the regional income and expenditure budget (APBD) at the Directorate General of Fiscal Balance (DJPK) of the Ministry of Finance
during the 2016-2018 period. The population in this study were all districts and cities in the province of Central Java. The sampling technique used purposive sampling which resulted in 105 data from 29 regencies and 6 cities in Central Java Province. The test results in this study indicate that PAD has a negative and insignificant effect on capital expenditure, DAU has a positive and significant effect on capital expenditure and shows that there is no flypaper effect. The test results also show that capital expenditure has a negative and insignificant effect on economic growth, economic growth is not able to affect the unemployment rate.
