Refocusing primary health care performance measurement on governance and management: A multi-country, joint learning approach applied in the WHO European Region (PERSPECTIVE)

primary care, measurement of quality, quality improvement, performance measures, performance assessment, Europe
Description
To continuously strengthen a primary health care (PHC)
approach, monitoring, evaluating, and communicating the
extent to which key system objectives are met is vital [1]. Primary care, as the service-fronting component of the broader
PHC concept, can be characterized by the provision of
first-contact, continuous, comprehensive, coordinated, and
people-centred care [2, 3]. The information produced through
the measurement of primary care services has applications
across the health care system. These uses extend from improving the performance of clinical care of individual primary care
practices at the micro-level, or management networks of primary care centres at the meso-level, to systems at-large at the
macro-level [4]
